Will Kindergarten go Full Day?

I heard that Governor Granholm had passed that all kindergarten classes in Michigan will be full day, every day. I have tried to do some research on this, and I can't find any:(. Does anyone know any details?
I'd love to know if this is true and if so, when will it happen? Will all districts institute it at the same time? If nobody has heard anything about this, I plan to email the governor's office and find out all about it. I will let you know what I hear.
